Ministries, Agencies and Public Autonomous Administrations annually pay tens of millions of EURO to some lawyers instead of making use of the juridical departments in their subordination. Huge and unjustified sums give rise to the legitimate doubt that certain contracts are but a kind of hidden bribe or of fund embezzlement. All records were beaten during Nastase administration, while PSD (Social Democrat Party) was in power. The Highway Company concluded contracts of juridical assistance of over 20 million EURO in only two years. In 2004, AVAS (Authority for State Assets Recovery) paid fees of approximately five million EURO. Among the lawyers RA APPS (Public Autonomous Administration of the State Protocol Patrimony) preferred was Elena Udrea, who cashed 2,35 billion old lei.
