Under the rule of Social-Democrat minister Dan Nica, the Ministry of Communications and Information Technology became the "bank" of Softwin Company, headed by Florin Talpes. The owner of the latter company, rumored to be a relative of general Ioan Talpes, ex head of the SIE (Foreign Intelligence Service), was the favorite of ex President Ion Iliescu, who promoted his company and supported him constantly. Despite of debts to the state budget, Talpes's company got to be favorite in auctions arranged by the Ministry of Education and Research, while Democrat Mircea Miclea was in charge of it. Sofwin Company got funds from Miclea's Ministry by cheating contracts, disadvantageous to the Ministry of Education and Research. Toma Zaharia, known as General Heroine, brought Talpes into the EADS affair on border security systems. The affair reaches higher than 1 billion Euro.
Ecaterina Andronescu, former Social-Democrat minister of education, supported Florin Talpes as well. Apart from former ministers, investigators must also open inquiry on high officials of the ministry, some of them experts in the National Council for Scientific Research in universities. (...)
