Early this week the special envoy of Civic Media Association attended international reunion Conservation and Sustainable Development of the Danube Delta held in Odessa. The conference pointed to lack of dialogue between Romanian and Ukrainian officials, outlining Romania's collaboration with international organizations for environment protection.
The final document negotiated on Tuesday afternoon mentions the need of cooperation with view to the durable development of the Danube Delta reserve and Bastroe canal isn't even mentioned.
Generally speaking, it was concluded that common methodology would be used to analyze environment impact of any action that might have negative effects at transborder level.
Almost an hour after the document had been distributed, a regional representative of the Kiev government announced in news conference that Ukraine would go all the way to build this shipping canal because the project was of "strategic importance".
Governmental experts and NGO representatives from Romania, Ukraine and the Moldovan Republic attended along with officials from the European Commission, the Council of Europe, UNESCO, the International Commission for the Protection of the Danube, the Ramsar and Bern Conventions.
Ukrainian representatives tried to approach the Danube Delta issue from the economic development perspective. They were after a tacit consent from international organizations that would allow them to say they were for the Delta's economic development and therefore for building Bastroe canal. (...)
International NGOs against it
International NGOs opposed the plan and warned it broke international norms on environment protection and bilateral relations. Ramsar Convention representative Tobias Salathe described Bastroe was Ukraine's worst options to connect Chilia branch to the Black Sea and mentioned Ukraine had sent no research on the impact of it.
In case Ukraine restarts works on the canal, Romanian and Ukrainian civil society are willing to take regional, national and international action in order to prevent aggression on the Danube Delta.
